investigating a shooting in the city of cuppertino. a final report released on the san bruno pipeline explosion. the problems the ntsb is blaming for the stafter. plus the damage from hurricane irene expands. the lingering effects that travelers here in the bay area are feeling. all ahead on the ktvu morning news. good morning. thank you for waking up with us on this tuesday, august 30th. i'm pam cook. >> good morning, i'm dave clark. let's check weather and traffic. you know, the great steve paulson is back. >> thank you, pam and dave. we do have a cooler pattern for you today. in fact, the fog is really going up and down the coast, making a pretty strong surge inland. that means temperatures, they start to move down. really haven't changed too much coast and bay. but they'll be stuck in the 50s, 60s there. 70s as you move inland and then upper 70s or very low 80s for locations that should be warmer than this.

here's sal. reporter: steve, right now traffic is moving along very nicely on interstate 680 heading south. no major problems on the way to the south bay from the east bay. also this morning we're looking at the san mateo bridge, a lot of people crossing, although it is not at critical mass yet. traffic looks good over to 101. 5:00, let's go back to the desk. we begin this morning with a developing story in san francisco. a man has been shot outside a restaurant and bar in the city's mission district. ktvu's taramoriarty is live at the scene with what she has heard. tara. reporter: the only evidence that a shooting even ever happened here is the crime scene tape you can see laying in the street here. we're off of 19th street. this is very close to mission at the hog and rocks restaurant and bar. san francisco police say about an hour and a half -- about 20 minutes after midnight a man was shot in the head outside of here. he was rushed to san francisco general hospital and is

fighting for his life at this hour. we're hearing reports that the victim was possibly a dishwasher who worked at hog and rocks. police are releasing few details at this time. they say they are looking for two men in black hoodies who ran away from the scene. they are asking any witnesses to come forward and will not say if the shooting is gang related. some neighbors say they're surprised by the violence. this session of the mission district is relatively quiet. it is near the delores valencia corridor. this is an area that has a lot of restaurants and is considered to be sort of an artsy trendy part of the city. now, we will, of course, keep you updated on the investigation and the condition of the victim as details become available to us. live in san francisco, taramoriarty, ktvu channel 2 newses. in overnight news, one man is wounded in a police shooting in santa clara county. it happened on stevens creek boulevard last night. ktvu's kraig debro live to tell us there are many unanswered

questions about this. reporter: good morning, dave. we're at stern and stevens creek boulevard, right next to 280. the scene here is still ongoing, crime scene here. it's been about eight hours since this all happened. according to a news release, released by santa clara county this morning, a deputy was driving down the street, spotted a person walking. the deputy believed that person may have been involved in a reported stolen vehicle. he made contact with that person and then shots were fired according to the news release and the suspect, at least the person deputies stopped has non-life- threatening injuries. we're not sure if he has been arrested, in custody. we still have to talk to deputies about that. even though this is cuppertino, since they don't have their own police force, santa clara county patrols this part of the county, so that's why you have sheriff's deputies out here. earlier a spokesperson told us on camera that the deputy has been put on standard administrative leave pending the outcome of this investigation. but right after this we're going to walk down there, see

if we can't make contact with a deputy, see if we can't get more information. you can see from the pictures we're showing you now that this part of stevens creek, all the way down past judy is closed right now. so if you need to come through here, maybe there's another route you need to take. reporting live in cuppertino, kraig debro, ktvu news. more answers coming today from a federal safety panel about the deadly san bruno explosion. a hearing in washington d.c. is set to begin this morning. coming up in just about 10 minutes, we're going to have a live report from our washington d.c. bureau on the findings of the national transportation safety board. overnight you might not have noticed it, but a small earthquake rattled san francisco. a magnitude 2.9 earthquake hit at 12:19 this morning. it was centered about two miles southwest of the san francisco zoo. we checked with the u.s. geological survey's website. it was felt in pacifica, daley city, burlinggame, oakland, even walnut creek. no reports of any damage or injuries. time now 5:04.

expect an even slower commute around the caldecot tunnel for at least another hour thanks to cruz work around the tunnel. overnight highway 24's westbound off ramp to the caldecot lane was shut down for cruz work, but it's due to reopen at 6:00 this morning. the westbound fish ranch road on ramp also closed, but it should have just reopened a few minutes ago at 5:00. caltrans also closed bore number three, but it reopened around 4:00 a.m. all of this happens as the fourth bore of the caldecot is being built. that $3911 million project should be finished by 2014. now we're getting a glimpse at the future of the bay bridge and what the new eastern span will look like bathed in lights. with the flip of a switch caltrans lit up the 1,000-foot long orange catwalks of the eastern span cruz projects and those lights allow the crews to work at night.

now, they have trouble installing and measuring the cables in the daytime because the heat of the sun can affect their lens. >> we've been watching this whole thing develop, watching the cranes come in, so everyday progress is being made, but i always wonder really what they're doing with all that. it's exciting to see it come together. >> the eastern span is due to be finished in 2013. it will be the largest self- anchored suspension bridge in the world. >> kind of neat to look over and see that. 5:05 is the time right now. sal is checking on the other bridge, that golden gate bridge. reporter: that's right. you know, they were just doing the lane -- the lane workers were out there changing the lane configuration on the bridge. let's go out and take a look there. traffic is now four lanes south and two lanes north, and you might see some lane workers on durrel drive still doing their thing. just give them a little bit of -- just be careful as you drive by them, give them a little bit of room as you drive by. traffic looks good, though. if you are driving on the bay bridge approach, it is a nice

drive, no major problems getting up into san francisco along that span. and this is san jose, downtown traffic looks good on 280 northbound. 5:06, hello, steve. >> hello, sal. reporter: welcome back. >> thank you, sir. appreciate that. we have low clouds and fog and a lot to go around. that means cooler today. in fact, it's a little cool already with the morning lows. if it wasn't for the fog and low clouds, i think our lows would be a little cooler. thick fog around the bay and around the bay. cool, 50s, 60s, it's a big fog bank out there. morning fog, sunny, breezy around the bay. 70s and low 80s for many well inland in locations that were in the 90s a couple of days ago. this system that's digging into the north is helping to enhance that. and speaking of that fog, i should say, there there's the 49 at santa rosa, yes, upper 40s again in the north bay, a lot of mid-50s, mountainview at

58, san jose 56. last time i looked about 10 minutes ago at the web camera from san jose state's meteorologist department. it did look mostly clear over san jose, but that fog can come in pretty fast. no doubt about it, fairfield, i hang my hat on that, sea breeze, when it gets over 20, that's a pretty good sign the delta breeze will make it even vacaville west at six. napa at the airport, oakland airport, sfo. combination of the two equals cooler. as that system moves in, it'll be today and tomorrow and as that ushers itself out, once you get into august and september, watch for high pressure to come in behind that and give us a quick warmup. that looks like what will happen later in the week. but a couple of days of a cooldown here and a bigger fog bank and it has no problem clearing those coastal hills today, so low clouds, cool and breezy. fog, sun, 50s, 60s along the coast, inland 70s and some 80s, but the delta breeze along with that low cloud bank equals cooler conditions today, especially way from the coast. by the coast not too much of a

change. 50s, 60s for those areas close to the coast and bay, and then upper 70s and a few mid-80s well inland. it does look cooler inland, a warmup thursday and friday. white house officials will travel to virginia, north carolina and vermont today to survey the damage left behind by hurricane irene. new york state has also been hard hit by irene, including the town of prattsville. take a look. this video from sunday shows the massive flood waters raging through the streets. 21 people had to be rescued yesterday with the help of a state helicopter. the total cost of damage could add up to $10 billion. irene is continuing to cause travel problems here at sfo and airports across the country. airlines are still trying to rebook passengers from flights that were canceled over the weekend. that could take until the end of the week. now, as always, call your airline ahead of time and don't show up at the airport unless you have confirmed your flight.

san francisco-based wells fargo is trying to help east coasters affected by hurricane irene. the bank is waiving the fees normally charged to customers when they use another bank's atm. the fee waiver only applies to customers in new york, new jersey and connecticut. other banks such as jp morgan chase are also waiving their own atm fees. time now 5:09. a police search in santa clara following an attack at a denny's restaurant. what happened to a waitress there, plus the evidence captured on the surveillance tapes. the war in afghanistan began almost 10 years ago, the ominous sign indicating that the fighting is far from over. reporter: good morning. if you're driving approaching the bay bridge, and there's the macarthur, you can see traffic is still doing pretty well. we'll tell you more about the morning commute and have the bay weather for you. @

. good morning to you, welcome back. the month of awlg hasn't ended yet, but it's already the deadliest month for troops -- american troops in afghanistan in almost 10 years of fighting. 66 u.s. servicemen have died so far this month. that tops 65 killed in july of last year. this month's death toll soared when insurgents shot down a chopper carrying 30 americans, most of them the elite navy seals. 299 americans have died in afghanistan this year. libyan rebels claim they

have killed one of moammar gadhafi's sons. they're saying kamis gadhafi died in a gun battle sunday night. it's not the first time the rebels claim they've killed him. one time they said he died on the battlefront but later admitted they lied. they wanted to shake the will of gadhafi forces. in the meantime, gadhafi's wife and three of his children, they have escaped to alengineeria. the anti-government rebels are demanding algerria extradite them back to libya. in a little more than an hour we'll get some official answers about what caused the san bruno pipeline explosion. as alison burns reports from our washington d.c. newsroom, the national transportation safety board gives its final report on the disaster that killed eight people and destroyed 38 homes. reporter: pam, that's right, the ntsb had 40 investigators working this case for nearly a year, and ahead of this morning's hearing on their findings, the agency is giving us an inside look at where the

explosion originated. >> the quality of the wells was also not consistent with what we would expect today or at the time. reporter: inside an ntsb lab we see the 28-foot section of pipeline where the san bruno explosion originated. investigators say it's the welding on this pipe that was a big problem. the seams were only welded on the outside when they should have been secured on the inside as well. the chairman of the ntsb also says pg&e records on how the pipe was made and installed were inaccurate. >> one of the biggest difficulties for our investigators was the lack of records that pg&e demonstrated really throughout the investigation. reporter: in fact, pg&e has yet to be able to tell the ntsb where it got that problem section of pipe. we're going to have live coverage of this morning's hearing when it begins later

this morning. reporting live from washington d.c., alison burns, ktvu, channel 2 news. power has been restored to thousands of people in oakland and piedmont. the more than 3,000 customers lost power about 10:30 last night. pg&e crews were able to restore electricity to all -- to everybody shortly before 2:00 a.m., but there's still no word on what caused that overnight outage. time now 5:15. santa clara police are searching for a man accused of attacking a waitress at denny's and part of the attack was caught on camera. take a look at this surveillance video here from the denny's restaurant on elcamino reale. they say they respond today a group of intoxicated people at the restaurant. when a waitress asked them to quiet down, one man allegedly threw silverware at her, cutting her face. police say he then punched the waitress, knocking her unconscious. now, take a look, this is an image of the suspect police are talking about, described as a white man or hispanic man, about six feet tall, about 220

pounds. if you have any information about him, contact santa clara police. police have also arrested seven teenagers suspected of starting a fire at a san mateo county elementary school. now, over three days during this month woodside elementary suffered scorch marks to its outdoor amphitheater and fire damage to its playground. someone also burned the words painters into a grass field. now, the almanac is reporting those teenagers are between the ages of 13 and 16. an unknown parent is now fay paying for a private private security guard to patrol the school grounds. santa clara county controls to spray tonight for mosquitoes carrying the west nile virus. the fogging is set to begin at 11:00 in the area between hillsdale avenue and pine avenue in san jose. it will also include the area between santa teresa boulevard

and state route 85. vector control says the insectside is safe for people and pets. time now 5:17. something just happened in walnut creek. what happened? reporter: it's a new crash, southbound 680 and walnut creek at the olympic off ramp. this is involving a big rig and a car. they're off to the side now, but the fire department is on the scene, along with the chp officers, so southbound 680 may be a little bit slow approaching the 24 interchange, right there at olympic boulevard. just watch for some flashing lights and give them a little bit of caution as you drive by. let's move along and take a look at interstate 880. that traffic looks good in both directions here in front of the oakland coliseum. and this morning if you're driving across any of the bridges, including the san mateo bridge, the traffic does move well across those spans. 5:18. let's go back to steve. >> sal, thank you, sir. we're dealing with some really cool lows in the north bay and a lot more fog today. so a bigger fog bank equals cooler today. more of the same tomorrow. thursday and friday, though,

looks like a quick warmup, so a little system moves into the north, that goes by, high pressure builds in. we'll get more of a northerly breeze, should take care of most of the fog, but it doesn't look like it'll last too long. by the coast today low clouds, maybe some mist and or drizzle. you can always tweet me sp weather if you're getting some of that. dense fog, gray skies, 50s, 60s. there's always a few pockets of sun along the coast, a little microclimate. there's a lot of gray out there, so another cool, cool day. the system moving into the north is helping to reenforce a lot of this fog and low clouds and it continues to work its way up and down the coast and also locally inland. 49 chilly degrees up in santa rosa, 10 degrees warmer in hayward. if it wasn't for the low clouds, i think a lot of these lows would be much cooler than that. no doubt about it, delta breeze has decided to show up today, so all the way out to vacaville, san pablo bay and all the way out to sacramento, everything is onshore, coming from the west or the southwest

all because of that system right there, that big dome helps to lift the fog and gets that fog machine going right along. so fog and then sun, cooler across the board. stronger breeze, cooling by the coast, but some clearing, and for some by the coast it may take a while to get it if at all, for some of that fog looks to be really thick today. 50s, 60s and 70s and a few upper 70s, low- to mid-80s in locations that should be warmer than that. so below average for a couple of days, and then thursday and friday it does look like a warmup, but with your weekend always in view, right now i would lean on a warm saturday and a cooler sunday. it's a mixed picture for stock markets across europe and asia this morning. hong kong posted the strongest gain, nearly 1 3/4%, japan's nikkei was also up more than 1% despite a higher-than-expected report on unemployment in japan. checking in on our numbers, pretty good day. by the close yesterday with the dow jones posting a gain of 254

points. nasdaq and s&p 500 also up as well. a lot of news coming in this week, including retail sales. most of the retailers will report august sales, could be hurt by irene, though, and we'll also get the monthly employment report on friday. american airlines is bringing back the white glove treatment for some of its first- class passengers. on thursday american will start its deluxe service between the u.s. and london. those travelers who pay for it will receive a quilted bed topper, slippers and pajamas. passengers in business class will also get duvets and pillows. the move is to better compete with the national airlines. i'm getting tired talking about pillows. >> and some pajamas. >> yes. time now 5:21. we're happy about this and you should be happy, newsweek has ranked the 25 happiest schools in the nation. which bay area colleges made the list and where did they rank. and a bus driver is filing

mid-80s. the coast and around the bay, a lot of 50s and 60s. the former star of the tv series "lost" and "party of five" is charged with attacking a bus driver in cleveland. heather boreman says she was the driver of a private bus hired for a bachelor party. about 1:30 sunday morning, a man came to the bus, tried to get on. boreman told them this is a private party, he's not invited. that's when she says he became violent. >> here comes the fist and he started wailing on me, so i started swinging back. reporter: did you hit him? >> i did. i hit him in the mouth with my hand. >> the driver says she never recognized the man who hit her as the actor matthew fox until later. fox, by the way, is in cleveland. he's filming a new movie. guess what, tiger woods is coming back here to the bay area. tiger will be playing in san marteen in october. he's using the event in southern santa clara county as a tuneup for the president's

cup in australia. tiger is no longer the world's number one golfer. in fact, right now he's ranked 38th, but he still brings in the big crowds. this tournament will give bay area fans a chance to get up close and personal with the biggest star in golf. a crackdown on gangs in san jose is having some unintended consequences. after a spike in homicides earlier this year, police began focusing their attention on violent crimes and gang activity. now the city is seeing a rise in prostitution, gambling and drugs. in the last two months 38 prostitutes have been arrested, including three teenagers. >> one girl came from as far away as nebraska. they feel that they're safer down here coming to san jose because the crime rate is not as high. >> mayor chuck reid is hoping for a federal grant to rehire some of the 66 police officers who were laid off. he says right now some crimes are being considered low priority and they do not have special units to focus on crimes such as prostitution.

well, when it comes to college life, some campuses are happier than others. now we know which schools are giving a positive experience. newsweek magazine has ranked the 25 happiest schools in america. stanford came in at number four, u.c. davis number 10, santa clara made the list at number 24. according to newsweek, the happiest school in the country is yale. the study considered six categories including dining, housing night life and cost. >> the cost. >> i know which is interesting. so if you pay a lot you're happy. time now 5:26. another monday night, yet another bart protest in downtown san francisco. >> no justice. >> no peace. >> but there was one big difference in this latest demonstration. reporter: three people hit by gunfire in richmond, including a woman who was driving on interstate 80. we just got an update from richmond police and we'll bring

news. it's tuesday, august 30th. i'm dave clark. >> good morning, i'm pam cook. thanks for joining us. it's 5:30. we're glad to have steve paulson back. >> of course we're happy to have him back. >> how's the weather? >> cooler today, starting off at 40s and 50s. 49 at santa rosa, 48 yesterday, still made it into the 80s, but there is too much fog today, so temperatures should drop five to 10 degrees for some inland. still keeping 50s and 60s. san francisco going 64 today, the biggest drop will be the inland temps. here's sal. reporter: steve, right now traffic looks pretty good on the san mateo bridge heading out to the high rise. no major problems at the toll plaza. also this morning we're looking at northbound 280. that traffic looks very nice heading up to the west valley. now let's go back to the desk. time now 5:31. a shooting overnight in richmond sent three people to the hospital. now, police responded to shots fired shortly after 10:30 last night. ktvu's allie rasmus joining us from outside the motel and gas

station where police found two of the victims. allie. reporter: well, those two victims were driving a white suv when this shooting broke out here at this intersection. this is carlton and 55th street, and this 76 gas station you're looking at was at the epicenter of this gun fight last night. you can still see some of the bullet holes in the brick posts over there. the two men in that suv were shot, they were hit by gunfire, and then the vehicle they were in crashed into a natural gas line here at this gas station. pg&e repaired the line this morning. now, the two men shot were taken to the hospital with non- life threatening injuries. all of this happened at about 10:40 last night. when the gas line broke, people who live nearby and people inside a motel next door to the gas station were evacuated as a precaution. and some nearby residents told ktvu that they heard 20 to 30 shots fired last night during this gunfire. several witnesses told us it sounded like the gunfire lasted for several minutes. >> [ indiscernable ] reporter:

now, less than a block away from this gas station is interstate 80 and this is where a third victim was shot. richmond police say a woman driving east on 80 near mcdonald avenue exit was driving back from the elce rityo bart station when a car driving erratically passed her and opened fire on her when the car drove by. that woman suffered non-life- threatening injuries according to richmond police. richmond police are looking into the possibility that the person who shot that driver on interstate 80 may be the same people involved in the gun fight that happened here at this 76 gas station. now, coming up in our next live report, we're hoping to hear from richmond police and get some more information on camera about this investigation. live in richmond, allie rasmus, ktvu channel 2 news. time now 5:32. one man was wounded in a police shooting in santa clara county. this happened last night on stevens creek boulevard in cuppertino. investigators investigating a car theft questioned a man who was walking down the street. that led to a shootout. deputies say they were forced to shoot back at the man after

he shot at them. that suspect was wounded but is expected to survive. the police officers were not hurt. investigators are still trying to figure out what led up to the shooting. >> well, the next step is our investigators will try to confirm facts, the crime scene investigators will thoroughly go through the intersection, look for any evidence, try to piece some puzzles together. >> that overnight shooting forced the closure of a stretch of stevens creek boulevard. now, ktvu's kraig debro is out there now. he's getting some new information from the scene, and he'll give us a live update coming up at 6:00. white house officials will travel up and down the east coast today to survey the damage left behind by hurricane irene. we know millions of people are affected by the storm. stay with us here at ktvu channel 2 morning news because coming up at 5:45, we're going to go live to massachusetts for more on how animals are also feeling the effects of irene. firefighters are making

major progress on that wildfire burning outside yosemite. it started with a motor home fire last thursday and has spread to 5200 acres. it also forced the partial shutdown of highway 140. now, the highway is expected to reopen in just about 30 minutes at 6:00 this morning. all evacuation orders have been lifted. that fire is about 50% contained. time now 5:34. it's becoming a monday night ritual, protestors stage yet another demonstration against bart in downtown san francisco. >> no justice. >> no peace. >> disban the bart police. >> several dozen protestors marched from station to station at the height of the evening commute, but this time there's a major change in the tactics. protestors worried about dwindling public support did not disrupt the ride home for bart riders. a lot of commuters are really fed up with these weekly demonstrations and one person even protested the protestors.

>> i think the whole thing is very silly, so on the spur of the moment i went to walgreen's, got the materials and made up my own sign. >> police did make two arrests during a confrontation at the embarkdero station. investigators are worried about last month's fatal police shooting at the civic center station. they're also protesting bart's decision to shut down cell phone service ahead of a protest earlier this month. in overnight news, there has been a shooting in san francisco. ktvu's taramoriarty joins us from the mission district where gunfire erupted right outside a restaurant and bar. tara. reporter: pam, we're only one city block away from the valencia section, it's artsy and loaded with popular restaurants. residents we spoke to this morning say they were shocked when violence happened right here in front of the hog and rocks restaurant and bar.

that will give voters a better idea of which mayoral candidates are among the top vote getters and who's likely to win. the results aren't final until all the ballots are counted which usually takes a couple of weeks. the circus is back in town. we want to show you video of the ringling brothers barnum and bailey circus elephants. earlier this morning they paraded from the circus train into the cow palace. the traditional march kicks off the san francisco circus run. the first show is tomorrow night at 7:30. after san francisco the circus comes to oakland before heading up to sacramento. i saw the show last year, the acrobatics of the show now, it's phenomenal. it's like cirque du soleil. >> and it's here. >> and it's here. time now 5:37. hey, sal, are you going to let them do that around the toll plaza? reporter: you know, right now at the toll plaza it is light. there are no major problems there right now. pam and dave, traffic looks good coming up to the westbound bay bridge. it is nice. we are seeing just a small

slown, i'm still going to -- slowdown. i'm still going to call it light there. the morning commute looks good, if you are driving on interstate 880, let's say you're driving from downtown oakland to hayward or the other way around, it should be a nice drive for you. still clearing an accident southbound 680 at walnut creek, an injury crash in the center divide. the traffic is just a little bit slow in this area, but you can see that this is not causing a huge slowdown just yet. let's go to steve. >> good morning. we have a big fog bank. just look, it continues to enhance and making a strong surge inland, so temperatures which were in the 80s for some yesterday, a lot of upper 70s. the by the coast still 50s and 60s. around the coast, thick fog for some, not for all. it'll stay cool to cold. morning fog around the bay and then sunny and breezy, but really 60s for many. fog, sun, breezy with 70s and 80s inland. the reason why we're cooling down again, what's new, another

system is digging into the pacific northwest. that's allowing that fog bank to thicken up rapidly. water temps aren't that cold unless you are outside of monterey, but mainly in the upper 50s, i've seen colder, but the fog, it doesn't take much to form so far this year. 49 santa rosa to 59 hayward and everyone else in between. no doubt about it on that sea breeze, though, the delta breeze is in full force for many. west/southwest, fairfield 22, even west six at vacaville. you can see it's either out of the west or the southwest, so the direction the wind is coming from continues to be from the sea. and that system, you can see everything is starting to work its way right there as high pressure builds off to the west. that's allows lower pressure to move into northern california. if you don't have the fog, it's cool, good sleeping weather, that's for sure. and the breeze has picked up. so it'll stay breezy today. in areas where that fog does burn off, it'll be sunny, cooler, noticeably so from

yesterday. 50s 60s at the beaches, low- to mid-80s inland unless you're really far inland. fog, sun, cooler i think for almost everybody with a stronger delta breeze today. we'll still go up to 90 in euk euk and -- yucatan peninsula and clear -- in ukia. fairfield at 81. mid-80s in antioch, but 70 in walnut creek, oakland 66, hayward 68, pleasantton and livermore at 80 degrees, about five cooler than yesterday. low- to mid-yeats santa clara valley, 76 san jose with santa clara in there as well. 74 redwood city and a very brisk upper 50s for many on the coast, 64 in the city which is one cooler than yesterday. cooler through wednesday. a warmup, looks like a north wind will kick in behind this system thursday, friday for a warmup and another cooldown begins as we head into the latter stages of the weekend. prince harry is coming to the west coast and now we know where he will be spending his time. plus a former nba player

. good morning. lots of low clouds and fog and if you don't have that, it's a rather cool morning. it'll give way to sunshine for some, not for those on the coast, well, a few, cool there. 50s, 60s, 70s and 80s inland. welcome back. good morning to you. here's a quick look at some of the top stories we're following for you right now at 5:44. richmond police say three people were shot overnight. two men were wounded near a motel on carlson boulevard.

a woman who had been driving in that area was also shot. she reportedly was caught in the crossfire. in less than one hour, a federal hearing on the san bruno pipeline disaster will begin. that's where the ntsb will release its final report on that disaster. officials have already said the seam weld on the pipeline was flawed and did not meet industry standards. and the investigation continues into an investigation in cuppertino. sheriff's deputies say they were questioning a man about a car theft when he pulled out a gun and opened fire. they fired back, wounding that suspect. that suspect is expected to survive. none of the deputies were hurt. the flood waters from hurricane irene are beginning to recede, but the death toll continues to rise. adam housely is in aguwa, massachusetts this morning with more on the toll this storm is taking on people and on animals. good morning, adam.

reporter: good morning, pam. we're alongside the connecticut river, the connecticut river flow from vermont down through massachusetts into connecticut. the water is here within a foot or so of going over the banks. people watching it very closely, the same water that was part of those flash floods that hit up in vermont just a couple of days ago. as people watched this river rise, they'll tell you dealing with hurricane irene was tough, but the aftermath is much worse. in addition to the dozens of human deaths, a countless number of pets and livestock have also fallen victim to the store. one delaware farmer says he lost nearly all of his chickens. >> 14 inches of rain, the water came up and just flooded both chicken houses, and as a result all the chickens are dead, and it's just a big mess. reporter: in north carolina it's all about the financial impact that business owners are now facing. >> this will have to be poured out and redone. dollar wise, hard to know. it's six figures for sure. reporter: after touring the damage done in parts of his

state, pennsylvania governor tom corbett says he's taken aback by the power of the flood water. >> i am amazed at what water can do to concrete and to asphalt and to the bridges that we have and it's done quite a job here. reporter: in the garden state, residents say they're overwhelmed by the devastation. >> i can't believe it really. my house for 22 years. reporter: while irene rolled through the east coast over a couple of days, her impact will still be felt for some time. >> the river forecast center for the northeast was reporting that some of these rivers may not crest for two to three days, so the extent of impacts we still won't know. reporter: one of those rivers being watched closely, being monitored very closely is the connecticut river behind me with warnings all the way down to the ocean. we've also been told this morning, pam, 263 roads or bridges have been either damaged or destroyed by irene and included in that is four of

those i conic covered bridges at the new england area is so famous for. pam. >> adam housely there in massachusetts. thank you. boy, that certainly tells us this is going to take a long time to recover. thank you for that update. former nba player javaris crittendon is under arrest in connection with the killing of an atlanta woman. the fbi took crittendon into custody at a southern california airport as he was about to travel to atlanta. prosecutors say he shot the 22- year-old woman but she was not his intended target. crittendon's attorney says he was going to surrender to officials. the fbi arrested him for trying to avoid prosecution. he could be ordered to appear in court later today. time now 5:47. a north bay man who's accused of killing a little boy in a hit and run accident will be in court this morning to enter a plea. a memorial for 4-year-old christopher roe has been set up at the accident scene. this is near jacobs park in santa rosa. christopher was walking with his mother to soccer practice august 18th.

witnesses say they saw 22-year- old marcus lopez garcia failing to stop and then hitting the little boy in the crosswalk. garcia faces charges that include felony hit and run, misdemeanor, vehicular manslaughter and driving without a license. now we know where england's prince harry will visit when he comes here to the west coast in early october. he will be training at two u.s. military bases in arizona and in california. harry is a british army captain. he'll take an apache helicopter training course conducted by his country's defense ministry. that training begins in elcentro, california, right near the mexican border, and then he heads to an airfield in gella bend, arizona. >> a little royalty. 5:49 is the time. let's go back over to sal. sal, what are you keeping an eye on? reporter: well, you know, the traffic on stevens creek boulevard is not doing well because of that police action that our reporter kraig debro has been talking about.

they're still doing the investigation on stevens creek boulevard which is obviously a major street. it's closed between judy avenue and tentoe. this is very close to the lawrence expressway, it's in cuppertino and a major road. a lot of people don't use 280 at all in this area and they use stevens creek instead, that is not an option right now. kraig debro is there, and he will let us know as soon as it reopens. but if you are a local in this area and just want -- even if you just want to get down to the gas station there, you won't be able to do it until they clear this police action from an overnight shooting. we'll have more on this coming up. let's move along and take a look at the bay bridge toll plaza, westbound, you can see traffic is light so far coming up to the toll plaza area. and if you are driving walnut creek, southbound 680 at olympic, we have an accident there. traffic is actually moving along pretty well despite this crash because it's already on the side of the road. there is a little bit of a slowdown because of the

emergency vehicles. at 5:50, let's go to steve. >> sal, thank you, sir. we have a lot more low clouds today, maybe some local drizzle or mist. if that's the case, you can always tweet me, dense fog too in the morning. once that burns back, gray skies kind of hanging on for most of the coast. there's always pockets of sun, microclimates, but not very warm, a lot of 50s and also 60s. not much has really changed. now, you get to that time of year and you start to inch toward september, as you know, that is the warmest time of the year and maybe there's some hints we could clear that fog out in two or three days, but not today. it's helped along by a decent system moving into the north. it doesn't affect santa rosa, though, 49 degrees. it's chilly there. 50s, 53 san rafael, 55 livermore, same for san jose under mostly clear skies. last time i looked. but we have the sea breeze in place and it's starting to pick up all the way out to the delta and even out to sacramento, so that cooler push of marine air has been helped along by that system right there as it begins to move in.

high pressure building out here, teeter to ther affect and so it flies over those coastal hills. low clouds, cool and breezy if you don't have any of that fog. it's kind of a layered day here. anywhere by the coast it's going to be on the chilly side, 50s, 60s, around the bay after that fog burns off, 60s, aircrafts, inland it'll still be in the 70s and 80s, but down five to 10 degrees compared to yesterday. so fog and sun give way to cooler conditions with a stronger breeze. clear lake still at 90 degrees. several 70s, fairfield 81. concord upper 70s, walnut creek. alameda berkeley at 65. 82 morgan hill, but 76, that's the spirit, for san jose and 75 for seneca, freemont a cool 72. same for san mateo. 50s and 60s in the city alone.
